Head to the strip club and watch the cutscene. Hop in the car out front. Drive over to the tunnel before 8:00 a.m. You have roughly one minute to get there; plenty of time. Drop the stinger behind the car. Drive ahead in the tunnel about fifty feet and wait for the cutscene. Jump out of the car.

If you use the Liberty City map the doors open on the wrong side of the train..
